Last night at the Board of Commissioners’ meeting, Police Chief Duane Fisher was able to welcome two new police officers to our ranks. Officer Elizabeth Dexter and Henry Carssow were sworn in as the newest members of the department. Officer Jonathan Reginella was also promoted to the rank of Corporal at the meeting.
Chief Fisher had the following to say.
Officer Dexter hails from Alexandria, VA, and brings a robust academic background with a Bachelor of Science in Criminal Justice and a Bachelor of Arts in Homeland Security from Virginia Commonwealth University. With three years of service at the Metropolitan Washington Airports Authority in Arlington, VA, she attained the rank of Corporal, showcasing leadership as a Field Training Officer and a valuable member of the Bicycle Response Team. Officer Dexter is keenly interested in drug interdiction and aspires to be a detective.
On a personal note, Officer Dexter currently resides in Ephrata with her boyfriend, who is also a police officer. In her free time, she enjoys cooking, traveling, and reading.
Officer Henry Carssow is originally from Atlanta, Georgia, Officer Carssow earned a bachelor's degree in economics from the University of Kentucky before deciding to pursue a career in law enforcement. After completing the Basic Law Enforcement training academy at Blue Ridge Community College in North Carolina, he became a certified police officer. Officer Carssow then served with distinction at the City of Asheville Police Department, reaching the rank of Senior Police Officer after five years. His roles included assignments to the crowd control team and patrol forensics.
Following the birth of his son, Officer Carssow and his family chose to relocate to Lancaster, Pennsylvania, where he completed the state's lateral transfer requirements, earning his ACT 120 certification. Joining Franklin and Marshall's Department of Public Safety, Officer Carssow was promoted to Sergeant, serving as the night shift supervisor for his team.
Ofc Reginella was born in Queens, NY, and grew up in Lancaster County. He graduated from Elizabethtown Area High School and attended Penn State University, earning a Bachelor’s Degree in International Politics - National Security. Prior to pursuing a career in law enforcement, he worked in Harrisburg for a public policy think tank that advocated for free-market ideas and policy solutions in Pennsylvania. Ofc. Reginella was hired by our department on January 12, 2018, and graduated from the Harrisburg Area Community College Police Academy later that same year. He is currently assigned to the patrol division and serves as a Field Training Officer and Crime Scene Processor, and is a member of the Crisis Intervention Team, which is a group of officers that are specifically trained to help people that are suffering from mental health issues. Ofc. Reginella was awarded the life-saving award in 2019 for his actions in saving the life of a citizen who suffered from a heart attack.
