At approximately 12:40pm on Thursday December 29, 2022 the East Lampeter Township Police Department responded to the 2100 block of New Holland Pike for a report of a vehicle crash with entrapment.
Preliminary investigation determined that a black 2017 Ford Escape was traveling eastbound in the 2100 block of New Holland Pike (Rt 23) and for unknown reasons crossed over the double yellow line into the oncoming westbound lane striking a black 2016 Mazda CX5 nearly head-on. This location is a two (2) lane roadway with a posted maximum speed limit of 40 mph. Evidence showed that the driver of the Mazda attempted to avoid the crash or minimize impact by swerving to the right as the Ford encroached into Mazda’s lane of travel. The roadway was closed for approximately four (4) hours.
Upon arrival, police observed a female on the roadway being attended to with CPR. Police assisted with life-saving measures until EMS arrived; however, the patient was later declared deceased at the scene by the Lancaster County Coroner’s Office. The deceased was identified as Carole B. Stockdale, 63 years old of Lititz, PA.
Stockdale was a passenger of the Mazda which is owned and was operated by Kyra M. Dobler, 62 years of age from Akron, PA. Dobler had to be extricated from her vehicle and was transported to a local hospital with severe injuries.
The owner and driver of the Ford was identified as William R. Vaughan-Geib, 29 years of age of South Oakmont St Lancaster, PA. Vaughan-Geib was also transported by ambulance to a local hospital with injuries.
Subsequent investigation included search warrants for both the Ford Escape and blood samples from the driver, Vaughan-Geib. Police located both drug paraphernalia and suspected marijuana inside of the vehicle. It was determined that the Ford was traveling at 65 mph prior to impact. Blood samples also revealed the presence of THC, the active ingredient of marijuana, in Vaughan-Geib’s system.
On January 30, 2023 William R Vaughan-Geib was charged with the following offenses:
Vaughan-Geib was arraigned before MDJ B. Denise Commins; he is currently incarcerated in Lancaster County Prison. Vaughan-Geib is presumed innocent until proven guilty in a court of law. This investigation is now closed.
