At 12:12 pm, Wednesday, 8/5/15, ELTPD responded to Goodwill Industries, 2353 Lincoln Highway East, for a report of an Indecent Exposure that just occurred.   Customers and employees reported that a thin Black male with a muscular build and a shaved head wearing a light blue shirt and dark shorts had exposed his penis and was openly masturbating while watching young girl near the dressing rooms.   The suspect was last seen heading east from the store.

At 4:59 pm, Wednesday, 8/5/15, ELTPD responded to a retail theft that just occurred at Kohl's, 2350 Lincoln Highway East.    Kohl's Loss prevention reported that a Black male with a shaved head wearing a blue shirt had concealed men's shirts and socks valued at $110.00 in a shopping bag, then ran out of the store.  The suspect was last seen running to the rear of the store.

At 6:35 pm, Wednesday, 8/15/15, ELTPD responded to a report that an unknown Black male had approached a resident in the 2500 blk of Lincoln Highway East asking for directions to Philadelphia, approximately 30 minutes prior to being reported.   The description of the male was similar to the suspect of the Goodwill and Kohl's incidents.   ELTPD Patrol units and Detectives continued to search the area and located the subject, who was identified as, Joshau Jonathan GILCHRIST, age 32, of Philadelphia.   GILCHRIST was positively identified by witnesses and surveillance video as the actor in the indecent exposure incident at Goodwill and the retail theft incident at Kohl's.  GILCHRIST was charged by ELTPD Officer Sam Sanger with Indecent Exposure (M-1), Open Lewdness (M-3) and Retail Theft (M-2), and was committed to Lancaster Co. prison in lieu of $5,000 BAIL.
