The name of the subject is being withheld until he is arraigned on charges filed by NLCRPD Criminal Investigators. A male subject, age 56, of the 500 block of Creekside Lane, Lititz, faces charges including felony offenses for his conduct related to the incident.
A domestic dispute escalated to the point that there was an assault and threats. Two occupants fled the residence and called 911 for police assistance at 22:25:00 hours. Initial reporting indicated the subject was armed with multiple firearms and was going to start shooting when he saw the police. NLCRPD patrols responded to the area, interviewed the victim, and established a secured perimeter.
The initial response included several CIT trained officers to begin the process of containment and de-escalation of the situation. The NLCRPD response expanded to include officers from the Borough of Lititz Police Department who assisted in the secured perimeter and other functions. The NLCRPD response continued to expand and included response of NLCRPD command staff, criminal investigators, specialists, and other agency resources. Based upon the factors present a determination was made that the situation was appropriate to request assistance from the Lancaster County SERT team. During this response phase officers from various participating police agencies across the county responded to the staging and command areas to assist in the ongoing incident. A seamless handoff of the negotiation was made from the NLCRPD to negotiators from the SERT team to maintain dialogue with the suspect.
Officers assigned to the perimeter reported several shots were fired inside the residence. While negotiations were underway NLCRPD patrol officers evacuated several nearby residents from the homes. After several hours of negotiations SERT negotiators persuaded the suspect to surrender to NLCRPD officers assigned to the perimeter. At 03:40:00 hours the suspect was taken into custody in front of the dwelling where he resides following strict obedience to the surrender instructions provided by the SERT negotiators.
The subject was taken into custody without further incident or use of force application and transported to a hospital based medical facility for an evaluation. The entire incident was captured on BWC and MVR data collectors in compliance with NLCRPD policy directives. The success of the outcome was attributed to the efforts of NLCRPD CIT trained officers and the relentless negotiations by SERT team members. The NLCRPD was assisted at the scene by members of the following public safety agencies:
Rothsville Ambulance
Warwick Ambulance
Lititz Borough Police Department
Office of the Lancaster County District Attorney
