Various ordinances related to health and safety may apply for the property owner who fails to remove the snow from the sidewalks.
Penn Township § 21-402 Responsibility to Remove Snow and Ice. [Ord. 2014-07, 9/8/2014, § 1]
The responsible party for a property fronting upon or along any street within the Township is hereby required to remove or cause to be removed from all of the sidewalks in front of or along such property all snow and ice which has fallen or formed thereon within 24 hours after such snow and ice has ceased to fall or to be formed so that there shall be a clear walk along the entire length thereof at least three feet in width. In the event that snow and/or ice on a sidewalk has become so hard that it cannot be removed without the likelihood of damage to the sidewalk, the responsible party shall, within 24 hours after the snow or ice has ceased to fall or form, cause enough sand or other abrasive to be placed upon the sidewalk to make travel reasonably safe and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least three feet in width
Warwick Township § 277-32 Responsibility for removal of snow and ice from sidewalks.
A. Every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee or otherwise, shall remove and clear away or cause to be removed or cleared away, snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land.
B. Except as provided in Subsection C, hereof, snow and ice shall be removed from sidewalks within 12 hours after the cessation of any fall of snow, sleet or freezing rain.
C. In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection B, hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel reasonably safe; and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.

Time limit for removal. [Amended 3-4-2014 by Ord. No. 269] The owner, occupant or tenant of any property fronting on or adjoining any street or alley in the Borough shall clear a pathway of at least three feet in width on the sidewalk in front of or adjoining such property within 12 hours after the snow which is the cause thereof has ceased to fall or to be formed or after the same has been deposited thereon in any manner. No snow removed from any sidewalk shall be deposited in the street after the street has been plowed. § 103-2. Responsibility for removal. The owner of a property shall be responsible for carrying out the requirements of this chapter where such property is occupied by him or is unoccupied or the property is a multiple-business or multiple-dwelling property which is designed to be occupied by more than one tenant. The tenant or occupant shall be responsible for carrying out the requirements of this chapter where such property is occupied by such tenant only. § 103-3. Definitions. As used in this chapter, the following terms shall have the meanings indicated: SNOW — Any precipitation depositing any accumulation on the streets and sidewalks, such as snow, sleet, hail, ice and freezing rain. § 103-4. Violations and penalties. [Amended 11-15-1983 by Ord. No. 152] Any person or persons, corporation, partnership or other entity whatsoever violating any of the provisions of this chapter shall, upon conviction, be sentenced to pay a fine not to exceed the maximum fine of $300, plus costs of prosecution, and, in default of payment of such costs and prosecution, to be imprisoned for a term not exceeding 30 days; provided, however, that if the Magisterial District Judge determines that the defendant is without the financial means to pay the fines and costs immediately or in a single remittance, such defendant shall be permitted to pay the fines or costs in installments and over such periods of time as the Magisterial District Judge deems to be just.
