On August 19, 2021 @ 11:45 PM NLCRPD Officers on patrol found a subject, identified as Troy BURKHOLDER of Akron, PA, sitting partially on the sidewalk alongside of Twin Brook Road with his legs extended into the roadway. BURKHOLDER was unresponsive when Officers first tried to speak with him. BURKHOLDER was believed to be under the influence of alcohol and or drugs. BURKHOLDER was issued a non-traffic citation for Public Drunkenness, transported to a friend’s home, and released.
