NLCRPD patrols responded to a request for police services in Penn Township this evening that involved a subject who was reportedly exhibiting behaviors characteristic with emotionally disturbed persons behaviors. The subject was reported to be threatening to harm himself and was armed with numerous firearms and reportedly desired to induce a “suicide by cop” outcome.
NLCRPD patrols were able to secure the immediate area, assemble resources and develop a planned of response pending the arrival of Lancaster County SERT assets. An incident command center was established at the NLCRPD substation PENN, which is nearby the incident location. Several roadways in the area were closed for approximately 90 minutes. While awaiting the arrival of the SERT team assets and resources, CIT trained officers from NLCRPD and Manheim Borough Police Department were able to communicate with the subject who surrendered to police without incident or use of force by police.
The subject was secured for transport to a hospital-based facility for further evaluation. The name of the subject is being withheld due to privacy concerns and no criminal charges at this time. There were no injuries associated with the incident. NLCRPD forensic team members secured and removed the firearms from the residence for safekeeping in the NLCRPD evidence and property management system pending further determinations. NLCRPD has trained over 85 percent of the agency members in the CIT program.
The Lancaster County Crisis Intervention Team (CIT) is a collaborative effort of local agencies, law enforcement, and the mental health community to ensure through consistent and astute training that mental health crisis situations are responded to with respect for the person and proper consideration of mental illness.
CIT is the first intercept for people with mental illness before getting involved in the criminal justice system. CIT is police-based Crisis Intervention Team training.
