On May 22 at 2106 hours NLCRPD was dispatched to a vehicle accident involving a pickup truck and a tractor trailer at the intersection of Main Street and Graystone Road in East Petersburg Borough. While emergency providers were responding it was reported by the 911 dispatchers that the vehicles had ignited and were on fire.

Arriving NLCRPD patrols and fire rescue crews determined there were two victims within the pickup truck. Both were deceased. The individuals were presumptively identified, however positive identification is pending at the time of this initial release.

The driver of the truck tractor trailer combination was identified as CESAR TORRES OF Florida was evaluated on scene by EMS and released from medical care. A chemical test for commercial vehicle operators was conducted by the NLCRPD pursuant to NLCRPD protocol for all commercial vehicle related crash investigations. The Lancaster County Crash Team, Coroner’s Office, and a member of the Lancaster County District Attorney’s Office were on scene for investigation.

The lead case officer for the NLCRPD is Sergeant Rodney King a crash reconstructionist certified by Accreditation Commission for Traffic Accident Reconstruction. Accident reconstruction is the process using scientific methodology to determine the circumstances, mechanics, and contributing factors associated with a collision. It requires a working knowledge of many disciplines including physics, vehicle dynamics, mathematics, photogrammetry, and computer applications (i.e. spreadsheets, AutoCAD, simulation or modeling tools, graphics and photo-management software).

As a part of the investigative process the NLCRPD will be producing an encompassing report and three-dimensional animations of the crash scene to assist in making further determinations as the investigation continues.

The identity of the deceased parties will be made public upon verification of the identities and notification to the family members is completed.
