The NLCRPD has released the agency annual report and attached the full report copy to this release and included the annual report as an attachment available at nlcrpd.org. It is our hope that this information provides the reader with a greater understanding of the delivery of professional, transparent, and forward-looking police services. Performance metrics are more than an aggregation of numbers for the period to be reviewed. To view a key performance metric or KPI in this capacity is easy for any organization to accomplish by mere records keeping. The NLCRPD adheres to a strategic agency plan that provides a roadmap for success in meeting agency objectives. Key to this plan is the incorporation of agency mission, vision, and aspirations. Even in the face of the ongoing pandemic the NLCRPD has made significant progress in meeting milestones. These milestones are detailed in-depth within the annual report. The annual report also explored the methodology employed as the NLCRPD examined the fleet management processes undertaken by the agency in a search for cost reduction and distribution of costs for technology and safety equipment for the fleet vehicles. By applying findings from this data analysis, the agency has realized significant savings and has a sustainable plan for cost containment in place for the next four-year budget cycles and beyond. Included within this annual accountability reporting is a depiction of the pre-planned utilization of newest technology, in all hybrid patrol SUV application with all aftermarket upfitting of new equipment application for all patrol vehicle. This provided a standardized approach with expanded prisoner containment system capabilities, entire patrol fleet MVR/MDC/GPS and radio system replacements for underperforming systems previously in place. This means that there is a seamless capture of digital audio and video for all NLCRPD custodial events. The NLCRPD also utilized a cost matrix from media reporting to provide a comparative analysis of the costs associated with policing illustrating to cost containment benefits of a regional police organization. The NLCRPD also provided a summary of agency accomplishments and highlights for the reporting period including:
➢ The NLCRPD is the only law enforcement agency in Lancaster County to post under a dedicated dropdown tab over one hundred and twenty-five written directives on the agency webpage for public access and understandings.
➢ The NLCRPD utilizes a smart weapons system that integrates and captures meta-data for all CED, holstered firearms, MVR, and BWC platforms for a single source continuum of information for use of force events.
➢ While the NLCRPD was the first suburban agency in Lancaster County to utilize the BWC, it was the only agency that utilized a BWC platform the allowed for remote access to multiple live BWC positions.
➢ NLCRPD utilizes an active series of a proprietary GPS tracking systems for all agency vehicles. This provides for accountability and risk management in the operation of agency owned vehicles. This is also a value-added component in the fleet management structure allowing for active monitoring of maintenance and fuel consumption.
➢ The NLCRPD actively posts all Police Commission monthly meeting reporting and Administrative reporting from the Office of the Chief to the Commission on the agency webpage.
➢ The NLCRPD was the first agency in the County of Lancaster to post all of the reporting concerning the collection of aggregated data on a quarterly basis for BIAS BASED POLICING on the agency web page on a drop tab under the agency reporting field
