As previously reported, On December 18, 2020 NLCRPD patrols were dispatched to the intersection of Route 501 and East Newport Road for a report of a man down on the roadway, subject was reported to be unresponsive. NLCPRD patrols arrived in less than one minute and found a male suffering from lacerations and extensive bleeding. The subject was taken to the hospital for treatment and further evaluation and continues to recover from his injuries.
A Follow-up Investigation revealed that the male had been struck by a vehicle and the operator left the scene of the crash failing to notify authorities or rendering aid to the victim.
NLCRPD investigators were able to locate and identify both the striking vehicle and operator involved in this case. Derek M. HULSE of Lititz was identified as the operator and interviewed. Probable cause was established to charge HULSE with Title 18 PACC 3742(a) Accidents involving personal injury (F) and Title 18 PACC 3744 Failure to render aid to the victim (S).
Reason(s) or motive why HULSE left the scene remains speculative.
On December 29, 2020 HULSE was located, taken into custody, and arraigned on the associated charges. HULSE was released on unsecured bail.
