Narrative: On the date of October 4th, 2020 around 0127 hours NLCRPD was conducting a patrol check in the area Charity Gardens Park. Officers located a red Toyota sedan parked in the area after park hours. Officers found a man, identified as twenty-year old Angus GOODING of Columbia, PA, asleep inside the vehicle. GOODING was found to be in possession of drug paraphernalia however was not believed to be impaired. GOODING was released on scene. Paraphernalia was secured and charge filed.
