NLCRPD initially responded to the report of a cardiac arrest in the 400 block of Crosswinds Dr. An adult male was reportedly slumped over the steering wheel of a black BMW parked in the area and did not appear to be breathing.
NLCRPD Officers and emergency personnel arrived on the scene at approximately 1929 hours and observed a single male occupant seated in the driver's seat as described. The male was initially unresponsive and officers, assisted by members of the fire department, attempted to enter the car in order to render aid. The occupant, later identified as Jay STEFFY Jr. of Lititz, awoke and was able to exit the vehicle.
STEFFY alleged that he had “not slept for a few days and was tired”. From witness statements and observations, officers suspected STEFFY was under the influence of a controlled substance.
After further investigation, STEFFY was subsequently found in possession of Heroin / Fentanyl. He was taken into custody, processed on charges related to illegal possession of a controlled substance, and released. A preliminary hearing is pending.
