A subject was arrested on March 05, 2020 in connection with the burglary of a public facility in the Borough of East Petersburg reported to the NLCRPD on February 24, 2020. NLCRPD arrested a subject identified as NOAH DANIEL BOUGHTER, age 21, of the 2200 block of New Street, East Petersburg, PA for Criminal Trespass, and Criminal Mischief.
The arrest follows reporting of the forced entry to the restroom facility at the East Petersburg Community park located in the 6000 block of Pine Street. There was a broken window and glass and blood in the restroom. There were also numerous paper towels used by the criminal to stop the bleeding associated with the criminal entry into the bathroom facility.
NLCRPD was summoned by the East Petersburg Public Works Department on February 24, 2020 after the discovery of the crime to investigate. During the on-scene phase of the investigation a forensic processing included a blood swab for capture of DNA related trace evidence. The scene was released for clean-up and remediation.
On February 29, 2020 NLCRPD reviewed imagery from passive surveillance devices at the crime scene. The arresting officer recognized and identified the suspect depicted in the entry of the facility as NOAH DANIEL BOUGHTER. The officer recognized BOUGHTER from a previous contact with BOUGHTER who was involved in a previous incident on February 16, 2020. During this incident BOUGHTER approached the driver of vehicle involved in a traffic offense and subsequent criminal investigation and inserted himself into the situation in an unsolicited manner. Since BOUGHTER inserted himself into the situation he was identified and field interviewed, warned for his interference and sent on his way.
The interaction with BOUGHTER was captured on the body worn cameras utilized by the NLCRPD. A review of the video clips associated with the interaction depicted BOUGHTER attired in the same clothing as depicted in the imagery captured at the crime scene.
An arrest warrant was obtained for BOUGHTER who was subsequently taken into custody at his place of employment. BOUGHTER was arrested without incident and transported to the NLCRPD for arrest booking and Live scan identification. BOUGHTER was transported to the Lancaster County Prison where he was later arraigned on the charges and held on a probation detainer from a previous criminal conviction issued by his probation officer.
