At the September 13, 2022 Strasburg Borough Council meeting, Borough Council approved the full-time police officer candidate list and hired Eric Denlinger, as recommended by the Civil Service Commission.  Officer Denlinger was hired to begin training to replace Officer Jerald Drane who will be retiring.  Borough Council also set Trick-or-Treat to always be on October 31 of each year from 6:00 p.m. to 8:00 p.m.

In other business, Borough Council also made a motion to approve the requested land development one-year time extension waiver for Speckled Hen Coffee, adopted Ordinance 2022-1 amending the Stormwater Management Ordinance as required by DEP, passed a resolution and entered into an agreement with Quarryville Borough to for Quarryville Borough to haul street sweepings to the landfill as required by MS4 regulations, and reallocated some budget funds to allow for a police department office improvement project. 

The Borough Manager reported that 1) we are working on the Lancaster Clean Water Grant for the Eshleman Run and we were able to include a $12,000 utility relocation as part of the grant and geotesting in the Ranck Meadow was also done which is part of the Phase 1 of the stormwater project; 2) construction is moving forward with LGH; 3) staff is moving forward with researching Judge Millen and he will be reaching out to the family; 4) received good news on the Pensions in that we are overfunded in all funds at this time; 5) spoke with Council about Commissioner Trescot visiting Council and they are in favor of meeting with him.

The Police Chief reported for the month of August 2022, the Police Department had 497 calls for service.  There was one criminal arrest, 53 speeding arrests, 108 other traffic arrests, and 68 traffic warnings.  The Department also participated in the Center for Traffic Safety’s August aggressive driving enforcement and one officer participated in a DUI patrol. 

Consent agenda items were payment of the bills, approval of Historical Architectural Review Board Certificates of Appropriateness, adoption of the 2023 Minimum Municipal Obligations, and approval of a 90-day time extension for the Gonder House Property lot add-on.
