Homicide by Vehicle & Additional Charges (Fatal Crash Related)
West Earl Township, Pa – A Lebanon County man has been charged with homicide by vehicle, along with additional charges stemming from a fatal vehicle crash on September 26, 2020 at Newport Rd and Oregon Pike.
After a thorough investigation WEPD, filed charges against Justin Brubacker (20YOA) for his involvement in the fatal vehicle crash that killed Karen Lynn Miller, of Lancaster. It was determined that Brubacker was on his cell phone and proceeded through a steady red light, then struck Miller’s vehicle.
On March 26, 2021 at 10:00AM, Brubacker voluntarily turned himself in at the New Holland Magisterial District Court Office. Brubacker was arraigned in front of Judge Jonathan Heisse. Bail was set at $150,000.00 dollars. Brubacker was brought to WEPD’s station and processed after his arraignment. Brubacker was able to post bail, and was released after processing.
Detective Dawn Ray has filed the charges of (1) count of Homicide by Vehicle (F3), (1) count of Involuntary Manslaughter (M1), (1) count of Driving at Safe Speed (S), (1) count of Prohibiting Text-Based Communications (S), (1) count of Obedience to Traffic-Control Device (S), (1) count of Failure to Stop at Red Signal (S), and (1) count of Careless Driving – Unintentional Death (S).
The public and media are reminded that all criminal charges are merely accusations and all subjects are innocent until proven guilty.
