As the use-of-force review takes place, we want to offer more context on the incident on March 2.
The video circulating online only shows a fraction of the entire interaction. Anyone can upload a video instantly on social media, eliciting a variety of reactions with demands for an equally immediate response. The review process takes time to collect all relevant information to make a determination. Again, we appreciate the public’s patience during this time.
The Bureau remains committed to ensuring public safety and following best practices and policies, which have been recently reviewed through the Bureau’s ongoing accreditation process. Police Bureau policies are available at police.cityoflancasterpa.gov/about/policies, including the specific policies regarding use-of-force and documenting use-of-force. The use-of-force review is underway, and its findings will be released as soon as possible.
The individuals involved in the incident have had several interactions with the Police Bureau for trespassing in garages, pulling fire alarms, blocking travel lanes, riding near pedestrians, and causing traffic issues — putting others and themselves in danger. Additionally, on March 2, they were charged with disorderly conduct, evading arrest, limitations on riding side by side, and lack of lights and reflectors.
