
On Tuesday January 21, 2020 at approximately 2217 hrs. Off. Detweiler conducted a vehicle stop near the intersection of S. Ann St. and Juniata St. A rear seat passenger fled from the vehicle on foot. Off. Detweiler stayed with the vehicle and the remaining (2) occupants. The description and direction of travel for the passenger that fled was provided to other Officers via radio,
The driver of the vehicle was identified as Robert Heisley M/59 of Lancaster. The remaining passenger was identified as Tiffany Dixon F/27 of Lancaster.
It was found that the vehicle contained a large quantity of suspected synthetic cannabinoids, commonly referred to a "K2". The majority of the K2 was packaged for individual sale.
Dixon and Heisley were taken into custody and the contraband was seized as evidence.
With assistance from the Lancaster Bureau of Police Selective Enforcement Unit (SEU) and after consultation with the Lancaster County District Attorney's Office charges were filed against Heisley and Dixon. Both were charged with Possession With Intent to Deliver (PWID) Synthetic Cannabinoids (F), Possession of Drug Paraphernalia (M), Criminal Conspiracy- PWID (F) and Possession of a Controlled Substance (M). Heisley was also charged with a Stop Sign violation and failing to have a rear windshield on his vehicle.
Both Dixon and Heisley were held for arraignment. Both were later committed to LCP in lieu of $30,000 bail.
Off. Detweiler is continuing the investigation as it pertains to the identity of the 3d suspect who fled from the vehicle.
