Officers responded to a report of an unconscious male in a vehicle on the above listed date and time. Philip Velez, 60, of the 700 block South Prince Street, Lancaster PA, was found in the driver’s seat with the vehicle in drive and running. Further investigation found Velez to be under the influence of a controlled substance. Velez was arrested and charged with Driving under the influence of a Controlled Substance.

Reporting person / victim stated that he had given an unknown male suspect a ride home. When he stopped at a stop sign the suspect struck him with a bottle and grabbed his gun. The suspect then jumped out of the vehicle and ran off. The suspect was described as wearing a dark colored hooded sweatshirt, a pair of ripped blue jeans and a black and purple Air Jordan 12’s. The victim further described the male as Hispanic approximately 18-23 years of age, with a baby face and being light skinned.
