On November  30, 2023, the Lancaster Bureau of Police was contacted by the Franklin and Marshall College campus security regarding the discovery of a hidden camera within a dorm bathroom by female students. The camera and micro SD card were provided to the Lancaster Bureau of Police by F&M.

The camera devices recorded and saved videos of individuals in full states of nudity, including audio recordings of various intercepted conversations. It became evident that those being filmed were unaware of these recordings.

The recordings also revealed the subject, John Riley, placing the camera in various locations. F&M security identified Riley, who subsequently turned himself in without incident.

John Riley is being charged with four counts each of Interception of Wire Recorded Communication, Criminal Use of Communication Facility and Invasion of Privacy, and two counts of Possession of Instruments of a Crime.

At this time, at least four different victims have been identified. This investigation is ongoing and the Lancaster City Police are still determining the identities of the victims. All defendants are presumed innocent until proven guilty in a court of law.
