INCIDENT TYPE: Firearms Offense / Drug Offense
LOCATION: 2600 WILLOW STREET PIKE
On 6/30/2019 at 9:17pm, Officer Alex Daminger from the West Lampeter Twp. Initiated a traffic stop on a vehicle for not displaying a registration plate. During the course of his traffic stop investigation, it was learned that there was an outstanding warrant through West Lampeter Township, for a previous drug offense.
When Officer’s attempted to take the driver into custody for the outstanding warrant, the driver resisted. The driver was subsequently taken into custody after a brief physical altercation. Further investigation revealed that the driver was in possession of 2 devices that looked like hand grenades. A loaded firearm, and approximately 7 grams of suspected methamphetamine was also located.
The PA State Police Hazardous Devices and Explosive Section, was summoned to the scene to examine the 2 devices that appeared to be hand grenades. The devices were found to contain powder, however further examination will be analyzed to determine if in fact the devices were capable of being detonated. The Kendig Square Shopping Mall was partially cordoned off for security reasons until the PA State Police (H.D.E.S.), secured the devices and made sure the vehicle and scene were safe.
At this time, the driver is facing the following charges: Possession of methamphetamine, Persons not to possess firearms, Resisting Arrest, Possession of drug paraphernalia and summary traffic offenses. Pending the results of the potential explosive devices, the West Lampeter Township will consult with the Lancaster County District Attorney’s Office, for further charges related to the devices.
The driver was identified as Melvin Hartman (W/M/54), No Known Address. At the time of this news release, Mr. Hartman is being held at the Lancaster County Central Arraignment, to be arraigned on the charges.
