               Yaritza E. Toro-Colon, 28 years of age from the 300 Blk. of East New St. Lancaster

Charges: Rivera-Vasquez charged with : 1 count Endangering The Welfare of Children (misdemeanor 1), 1 count of Public Drunkeness and similar misconduct (summary), 1 count of Unauthorized Transfer of Registration Plate (summary) and 1 count of Required Financial Responsibility (summary)
               Toro-Colon charged with: 1 count of Endangering The Welfare Of Children (Misdemeanor 1)  and 1 count of Public Drunkeness and similar misconduct (summary)

On 7/4/17 at approx. 1:45 PM, Police and EMS were dispatched to the Safe Harbor Park in Conestoga Twp. for a possible overdose.  A concerned subject noted a 4 year old male in the park walking between a parked vehicle and the Conestoga River.  They were concerned with his close proximity to the Conestoga River and him walking around a parking lot with no adult supervision in site.  Upon further investigation they found both above subjects passed out in a nearby parked vehicle and called 911.  Arriving Police Officers found both subjects in the vehicle clearly under the influence of an unknown subject.  Both subjects were drowsy and sluggish with slurred speech and were unable to follow simple directions.  Both subjects admitted to having smoked "K2" or synthetic marijuana.  The child was a relative of one of the subjects arrested, he taken into police custody, transported to the Police Station and later released to a family member.  The vehicle the subjects were in was found to have an incorrect registration plate and lacked insurance.  Both subjects were arraigned before District Justice Keller and released on $50,000 bail.  Arresting Officer Lori Vital
