On 2/8/19 Chief Michener was conducting routine school bus stop patrol in an unmarked vehicle in the 500 Blk. of Long Ln. At approx. 4PM a west bound school bus approached a bus stop and activated it's yellow lights as it slowed to drop off a student in the area. The bus stopped and the red lights activated. As the elementary aged student prepared to leave the bus and cross the road an east bound vehicle failed to stop for the flashing red school bus lights. The vehicle continued passed the bus without stopping and continued east bound on Long Ln. The vehicle was stopped and the driver was found to be Todd Santiago, 20 years old from York PA. Santiago was found to have been driving on a suspended drivers license. During the traffic stop officers suspected Santiago to be under the influence of marijuana. He failed Field Sobriety Tests and was transported to the hospital for a blood test. Blood test results were recently obtained and confirmed the presence of marijuana in his system.
Santiago was charged with the following; 3802(D2) - DUI - General Impairment Drugs, 3802(D1i) DUI - Schedule 1 narcotic, 3802(D1iii) - DUI - Metabolite of a schedule 1 narcotic, Meeting and Overtaking School Bus, Driving While Operating Privilege is Suspended. The charges were filed before MDJ William Benner and a preliminary hearing is pending.
Santiago is considered innocent until proven guilty in a court of law.
