A 37 year old Lancaster City man was arrested on Sunday, July 5, 2015 by Detectives assigned to the Lancaster County District Attorney’s Office Major Crime Task Force and the Lancaster County District Attorney’s Office Drug Task Force who were assigned to assist the NLCRPD with the investigation of a July 4, 2015 criminal homicide occurring in Penn Township Lancaster County.
This arrest of ORLANDO RUBY ORTIZ followed the investigation into the death of DOMINIC STITLELY, age 21, of 1917 Locust Grove Road, Manheim, PA.
This investigation began after NLCRPD units were dispatched to the report of a pedestrian crash in the area of the intersection of Locust Grove Road and South View Drive, in Penn Township at 19:47 Hours. Patrol officers found the STITELY dead at the scene and initiated the on-scene phase of the criminal investigation. The NLCRPD was assisted at the scene by first responders from the Penryn Fire Department and the Northwest Medical Services Ambulance.
It was determined that STITELY was struck by a vehicle operated by ORTIZ that fled the scene, and was later recovered from a parking lot in the City of Lancaster. This vehicle a 2007 Jeep Compass was seized by the NLCRPD for further forensic processing.
ORTIZ was taken into custody at a residence in the City of Lancaster during the late afternoon hours of July 5, 2015 by investigators and interviewed. ORTIZ was transported to the Lancaster County Arrest Booking Center, and charged with one count of criminal homicide. ORTIZ remains in the Lancaster County prison in lieu of bail.
The investigation included members of the NLCRPD Crash Team and the Lancaster County District Attorney’s Office North West Crash Team. The investigation currently continues with the completion of a forensic medical examination of the victim by the Office of the Lancaster County Coroner, and continued forensic examination of the vehicle by NLCRPD crime scene forensic officers.
