Upon arrival to 424 East Main Street, a white Nissan Sentra was against the guide wires of a PP&L utility pole. A male was standing next to a young female, who was sitting in a chair, bleeding from the face. When asked, the male stated he was. The driver was handed the officer a identification card and identified as Luis A. Guzman. Guzman stated that the young girl is his daughter, Yeyka Guzman, who was the from seat passanger. When asked if his license was suspended, GUZMAN stated that he was not suspended but never had a drivers license. GUZMAN stated that he was driving his vehicle and his brakes did not work. GUZMAN stated he does not have a plate for the car and had no insurance for the vehicle. As the vehicle was being towed on the wrecker, it was determined that the brakes were working properly.
Upon checking with Pennsylvania Department of Transportation it was found that Luis A. GUZMAN did have a suspended license and did have the wrong registration plate on the vehicle.
