On September 16, 2019, Officer Andrew Long stopped a black Nissan Sentra driven by Jose Angel Alvarado-Navarro, 30, of Lancaster, for a traffic infraction. Upon making contact with Jose, the Officer detected an odor of raw marijuana. Through the Officer's investigation, he obtained a search warrant for Jose's phone for the purpose of further investigating possession with intent to deliver marijuana. The phone was sent to the Lancaster County Forensic Unit for data extraction. Officer Long was notified by a detective in that division, that the cellphone contained images of child pornography. Another search warrant was obtained for these images. The search warrant revealed two images of children under the age of 13 engaged in a prohibited sexual act which involved indecent contact. The phone also contained one image of a child over 13 years of age engaged in a prohibited sexual act which involved indecent contact. Based on Officer Long's investigation and upon approval of the assistant district attorney, he charged Jose with Sexual Abuse of Children-Possession of Child Pornography, and Criminal Use of a Communication Facility.
