On, Thursday, June 18, 2020 at 2259 hours, Officer Charles Snyder was dispatched to the area of Stone Mill Road and Columbia Avenue to check on a male who was "slumped over" in a vehicle at the red light. Upon the Officer's arrival, he found a red vehicle resting against a concrete barrier in the northbound lane of Stone Mill Road. The Officer opened the driver's door and announced himself and the male sat up. The driver was identified as Ramon Roman-Marquez, 42, Lancaster, by his identification card. The driver stated he was just "sleepy" from working. Officer Snyder conducted an investigation and suspected that Roman-Marquez was under the influence of a drug. He requested the driver submit to a chemical test of his blood. He was taken to Lancaster General Hospital for a blood test. The blood was sent off to the lab for analysis. On July 21, 2020 results were obtained and it showed that the defendant had Fentanyl, Codeine, and Benzoylecgonine in his blood at the time the vehicle was located. Also the Officer found several used blue packets of suspected heroin and a blunt inside the vehicle. The Officer also learned that the driver's license was suspended. Based on Officer Snyder's investigation, he filed charges of (3) counts of Driving Under the Influence of Alcohol or Controlled Substance, Possession of Drug Paraphernalia, and Driving While Operating Privilege is Suspended. These charges were filed at MDJ Keller's Office.
