On Saturday, September 19, 2020 at about 2133 hours, Officer Trevor St. Clair was on a traffic stop in the 2400 block of Columbia Avenue when he began to hear screeching coming from a vehicle traveling westbound on Columbia Avenue. As the vehicle passed him he smelled burning rubber. Officer St. Clair cleared his traffic stop and proceeded behind the vehicle. The vehicle was traveling at a high rate of speed. While following the vehicle he observed a piece of rubber fall off of the tire. Officer St. Clair requested permission to stop the vehicle since it was in East Hempfield's jurisdiction and was granted permission. He stopped the vehicle, a black Toyota Corolla in the 2900 block of Columbia Avenue. The operator was identified as Luis Castillo, 23, Lancaster. Castillo had slurred speech, bloodshot and glassy eyes. Officer St. Clair smelled a strong odor of an alcoholic beverage on his breath. The Officer conducted standardized field sobriety tests and Castillo was unable to complete them with satisfactory results. He was placed under arrest for driving under the influence of alcohol. He was transported to Manor Township Police Department for a breath test. He submitted to the breath test and it showed his BAC was .207%. Officer St. Clair requested a certified copy of Castillo's driving record. According to the record, his driver's license was suspended for driving under the influence of alcohol. Officer St. Clair transported him home and turned him over to a responsible adult. Based on Officer St. Clair's investigation, he filed charges of driving under the influence of alcohol (2 counts), driving suspended DUI related and over .20% BAC, driving with unsafe equipment, and driving without insurance. These charges are being filed at MDJ Keller's office.
