On Tuesday, May 25, 2021, at 0315hours., Corporal Andrew Long responded to a single-vehicle, roll-over vehicle crash in the 3300 block of Columbia Avenue. Upon arrival, the driver had fled the scene on foot. A witness also reported they had observed the driver flee on foot and provided a description of the driver. Corporal Long located several items that were scattered around the scene and vehicle, indicative of drug use. Other items belonging to Stephen BOWEN, 44, of Lancaster were located at the scene. The crash had damaged property at a residence in the 3300 block of Columbia Avenue. BOWEN was later located hiding inside a fenced-in mini-golf course and had injuries consistent with the crash. BOWEN matched the description as provided by the witness who observed him flee on foot. BOWEN advised EMS that he had used narcotics in the previous days and was subsequently transported to LGH to be treated. Corporal Long continued the investigation and obtained search warrants for BOWEN's medical records and medical blood that had been drawn at LGH. BOWEN's blood results were sent to be tested. The results indicated that BOWEN was under the influence of Fentanyl and had Cocaine metabolite in his blood. As a result, BOWEN is charged with the following: DUI- Controlled Substance (General Impairment), DUI- Controlled Substance (schedule II), DUI Controlled Substance (schedule II metabolite), defiant trespass, accidents involving damage to unattended property, failure to notify Police of a reportable accident, and failure to drive on the right side of the roadway.
