ARRESTS

1.  Possession of Methamphetamine / DUI / Possession of Marijuana / Possession of Drug Paraphernalia Arrest, 2:13 a.m., Friday, May 17, 2019, 1900 block Fruitville Pike (MT) – John William Watson Neal, M/36, of Andrews, NC, was charged with the above offenses following a traffic stop for an inoperable taillamp.  Neal exhibited signs of impairment and admitted to using methamphetamine.  Officers searched Neal’s vehicle which yielded methamphetamine, marijuana, and a smoking device.  Neal was arrested, processed, and taken to Central Arraignment.

2.  Harassment Arrest, 9:55 a.m., Saturday, May 25, 2019, 900 block North Queen Street (MT) – Lequaan M. Brown, M/35, of Lancaster, PA, was charged with the above offense following a domestic dispute at his residence.  During the altercation, Brown hit the victim in the head, twice.  A citation was filed.

3.  Public Drunkenness Arrest, 11:58 p.m., Friday, May 24, 2019, Lititz Pike at Delp Road (MT) – James T. Wright, M/24, of Lancaster, PA, was charged with the above offense after he appeared on a public street manifestly under the influence of alcohol.  A citation was filed.

4.  Disorderly Conduct / Criminal Mischief / Scattering Rubbish (Littering) Arrest, 9:30 to 9:50 p.m., Friday, May 24, 2019, 900 block North Queen Street (MT) – Jabari Sheriff-Carlisle, M/27, of Lancaster, PA, was charged with the above offenses following a disturbance at his residence.  During the altercation, Sheriff-Carlisle engaged in threatening behavior which alarmed the public and grabbed another person’s cell phone and smashed it causing $400.00 in damage.  Officers issued two (2) citations to Sheriff-Carlisle for Disorderly Conduct and Criminal Mischief.  When issued, he ripped up the citations and threw them on the ground.  He was ordered to pick up the papers and refused.  A third citation, for Scattering Rubbish, was filed against Sheriff-Carlisle.

5.  Harassment Arrest, 5:46 p.m., Tuesday, May 21, 2019, 100 block Landis Drive (LT) – Kaknya Rene Cummings, F/22, of Lancaster, PA, was charged with the above offense after she grabbed another person’s hair, and struck and shoved the person.  A citation was issued.

6.  Criminal Trespass Arrest, 9:03 p.m., Monday, May 20, 2019, 1319 Millersville Pike – Planet Fitness (LT) – Jose A. Kingongo, M/50, of Lancaster, PA, was charged with the above offense after he was ordered by a manager to leave the premises multiple times and refused to do so.  Kingongo was involved in a disturbance at the gym and needed to be escorted from the property by police.  A citation was filed.

7.  Disorderly Conduct Arrest, 3:39 p.m., Thursday, May 23, 2019, 700 block Sterling Place (LT) – Two (2) 14-year-old juveniles from Lancaster, PA, were charged with the above offense after they engaged in a mutual fight in a public place which caused the public to become alarmed and call police.  A citation was filed against each juvenile.

8.  Disorderly Conduct Arrest, 9:18 p.m., Monday, May 27, 2019, Butter Road at Landis Valley Road (MT) – Megan Louise Tshudy, F/28, of Willow Street, PA, was charged with the above offense after she engaged in a verbal and physical dispute inside a vehicle, which caused the driver to pull over and physically separate the parties involved.  A citation was filed. 

9.  Harassment / Criminal Mischief Arrest, 3:27 p.m., Thursday, May 9, 2019, 2800 block Weaver Road (MT) – Kristina Marie Stauffer, F/39, of Paradise, PA, was charged with the above offenses following a domestic dispute.  During the altercation, Stauffer struck the victim in the mouth, causing a laceration.  Stauffer also smashed the glass out of an exterior door and broke a key off in its lock.  Total damage: $150.00.  Two (2) citations were filed.

10.  Criminal Mischief Arrest, 1:12 a.m., Saturday, April 20, 2019, 100 block Jennings Drive (LT) – Joseph A. Ramos-Vazquez, M/25, of Lancaster, PA, was charged with the above offense after he intentionally caused $125.00 in damages to two (2) doors and one (1) wall at a residence.  A citation was filed.

11.  Simple Assault Arrest, 3:16 p.m., Saturday, May 25, 2019, 300 block Blossom Hill Drive (MT) – Dusty R. Armstrong, F/46, of Lancaster, PA, was charged with the above offense following a domestic dispute at her residence.  During the altercation, Armstrong became physical with the victim, causing an open would, scratches, and bleeding which required medical treatment.  Armstrong was arrested, processed, and taken to Central Arraignment.

12.  DUI – Controlled Substance / Possession of THC Oil / Possession of Drug Paraphernalia Arrest, 2:36 a.m., Saturday, May 18, 2019, 900 block Sterling Place (LT) – Bache F. Edwards, M/37, of Lancaster, PA, was charged with the above offense following a traffic stop for suspicious activity.  Edwards exhibited signs of impairment and admitted to consuming alcoholic beverages.  Edwards was arrested and during a search incident to arrest was found in possession of THC oil and a metal vaporizer.  Chemical testing of Edwards’ blood sample is still pending at this time.  A criminal complaint was filed.

13.  Theft By Deception Arrest, 5:27 p.m., Wednesday, April 17, 2019, 2030 Fruitville Pike – Walmart (MT) – Melvin Jay Graham, IV, M/36, of Elizabethtown, PA, was charged with the above offense after he attempted to return an Apple cell phone to the store.  Graham, IV returns the phone at the electronics department counter and during the exchange removed the phone from its box when the clerk was distracted.  Graham, IV placed the phone in his pocket and then left the store after obtaining $210.94 for the “returned” phone.  A criminal complaint was filed.

14.  Retail Theft Arrest, 8:18 p.m., Thursday, April 25, 2019, 1605 Lititz Pike – Giant Food Store (MT) – Heidy M. Candelario-Torres, F/23, of Lancaster, PA, was charged with the above offense after she was observed stealing multiple boxes of diapers from the store.  Total loss: $108.74.  A criminal complaint was filed.

CRIMES & INCIDENTS

1.  Selective Traffic Enforcement Detail, 6:00 to 10:00 a.m., Friday, May 24, 2019, Route 30 East at Route 283 (MT) – Officers performed a selective traffic enforcement detail in Manheim Township as part of the Buckle Up PA – Click It or Ticket Driving Campaign.  During this time period, nine (9) motorists were stopped resulting in nine (9) citations and three (3) written warnings being issued for various moving and equipment violations.

2.  Burglary, 8:30 a.m. to 3:00 p.m., Thursday, May 23, 2019, 5200 block Brook Drive (EP) – Unknown person/s cut and pushed in the screen of a window located to the rear of a residence, in an attempt to enter the home.  No items taken.  Total loss: $50.00 for damage to the window.

3.  Theft of Motor Vehicle Parts or Accessories, May 22 to 23, 2019, 3110 Lititz Pike – Snyder Funeral Home (MT) – Unknown person/s cut the catalytic converter from a vehicle owned by the business, and left sitting in the parking lot.  Total loss: $2,500.00.

4.  Selective Traffic Enforcement Detail, 6:00 to 10:00 p.m., Friday, May 24, 2019, Route 30 East at Route 222 (MT) – Officers performed a selective traffic enforcement detail in Manheim Township as part of the Buckle Up PA – Click It or Ticket Driving Campaign.  During this time period, ten (10) motorists were stopped resulting in four (4) citations and six (6) written warnings being issued for various moving and equipment violations.  One (1) motorist was arrested for operating a vehicle without an ignition interlock system.

5.  Forgery, 2:25 p.m., Saturday, May 25, 2019, 2363 Oregon Pike – CVS Pharmacy (MT) – Two (2) unknown black males entered the store and paid for items using two (2) counterfeit $20.00 bills. 

6.  Theft, 3:42 p.m., Friday, May 24, 2019, 2900 Oregon Pike – Oregon Dairy (MT) – An unknown white male stole an estimated $20.00 in cash and changed from the coffee donation jar at the store.  Investigation continues.

7.  Theft, 3:40 to 5:00 p.m., Saturday, May 25, 2019, 1106 Millersville Pike – Big Wash Laundromat (LT) – Unknown person/s stole $200.00 worth of clothing after it was left sitting unattended by the owner for approximately 90 minutes.

8.  Criminal Mischief, May 23 to 25, 2019, 2400 block Raleigh Drive (MT) – Unknown person/s cut and removed a screen to a window of a residence.  No other signs of tampering or entry found.  Total loss: $25.00.

9.  Theft, 5:00 p.m., Saturday, May 25, 2019, 1700 block Saint Philips Drive (LT) – Unknown person/s entered an open and unlocked shed and stole a bicycle valued at $1,200.00.

10.  Selective Traffic Enforcement Detail, 1:00 to 5:00 p.m., Sunday, May 26, 2019 (MT) – Officers performed a selective traffic enforcement detail in Manheim Township as part of the Buckle Up PA – Click It or Ticket Driving Campaign.  During this time period, eight (8) motorists were stopped resulting in five (5) citations and three (3) written warnings being issued for various moving and equipment violations.

11.  Criminal Mischief, 12:54 p.m., Sunday, May 26, 2019, 800 block State Street (MT) – Unknown person/s smashed the rear window of a vehicle sitting parked in the area.  Total loss: $100.00.

12.  Theft From Motor Vehicle, May 24 to 26, 2019, 1400 block East King Street (LT) – Unknown person/s entered an unlocked work truck and stole $1,425.00 worth of tools.

13.  Retail Theft, 7:45 p.m., Sunday, May 26, 2019, 1278 Millersville Pike – CVS Pharmacy (LT) – An unknown male entered the store on three (3) immediately consecutive times and stole several shopping cart’s worth of soda.  Total loss: $863.52.  This same male is suspected in six (6) other prior thefts.  Investigation continues.

14.  Access Device Fraud, 5:58 p.m., Sunday, May 26, 2019, 300 block Ruth Ridge Drive (MT) – Unknown person/s accessed the victim’s credit card and used it to make unauthorized purchases in Roswell, GA.  Total loss: $548.17.

15.  Selective Traffic Enforcement Detail, 10:00 a.m. to 1:20 p.m., Monday, May 27, 2019, Route 30 East at New Holland Pike (MT) – Officers performed a selective traffic enforcement detail in Manheim Township as part of the Buckle Up PA – Click It or Ticket Driving Campaign.  During this time period, fourteen (14) motorists were stopped resulting in nine (9) citations and five (5) written warnings being issued for various moving and equipment violations.

16.  Criminal Mischief, May 25 to 27, 2019, 100 block Elmshire Drive (LT) – Unknown person/s put two (2) large dents into a vehicle as it sat parked.  Total loss: $500.00.
