ARRESTS

1.  Public Drunkenness Arrest, 7:17 p.m., Monday, January 28, 2019, 1623 Manheim Pike – D&S Cigar Lounge (MT) – Jeffrey Allen Snyder, M/57, of Mount Joy, PA, was charged with the above offense after he was found inside the business, unconscious due to intoxication.  A citation was filed.

2.  Harassment Arrest, 8:41 a.m., Thursday, January 24, 2019, 1600 block Judie Lane (LT) – Julian M. Delgado, M/30, of Lancaster, PA, was charged with the above offense after he called the victim thirty-five (35) times in a span of eighty-six (86) minutes, after previously being ordered not to do so.  A citation was filed.

3.  Possession of Marijuana Arrest, 8:39 p.m., Monday, January 29, 2019, Wabank Road at Kensington Road (LT) – Randolph A. Guerrero, M/20, of Lancaster, PA, was charged with the above offense following a traffic stop for an inoperable brake light.  Officers searched Guerrero’s vehicle which yielded marijuana.  A criminal complaint was filed.

4.  Possession of Marijuana Arrest, 9:05 p.m., Saturday, January 19, 2019, 1000 block Buchanan Avenue (LT) – Alex Thomas Gilbert, M/31, of Lancaster, PA, was charged with the above offense following a crash investigation.  Gilbert, a passenger of the vehicle which crashed, was found in possession of marijuana after officers located observed it in plain view inside the vehicle.  A criminal complaint was filed.

5.  Disorderly Conduct Arrest, 11:16 p.m., Tuesday, January 22, 2019, 1204 Lititz Pike – Sunoco (MT) – Steven Apostolou, M/59, of Lancaster, PA, was charged with the above offense after he caused a disturbance inside the store by yelling and swearing.  His actions alarmed customers inside the store.  A citation was filed.

6.  Dog Law Violation Arrest, 1:21 p.m., Sunday, January 27, 2019, 1600 block Butter Road (MT) – Jessica O. Castro, F/41, of Lancaster, PA, was charged with the above offense after she failed to keep her dog confirmed within her premises.  Castro had previously been warned for the same offense.  A citation was filed.

7.  Public Drunkenness Arrest, 7:48 a.m., Sunday, January 27, 2019, Spencer Avenue (LT) – Norberto Claudio Santiago, M/37, of Lancaster, PA, was charged with the above offense after he was observed stumbling and having a lack of balance.  Santiago was found to be under the influence of Percocet.  A citation was filed.

8.  Loitering and Prowling at Nighttime Arrest, 4:12 a.m., Sunday, January 27, 2019, 1100 block Wheatland Avenue (LT) – Norberto Claudio Santiago, M/37, of Lancaster, PA, was charged with the above offense after he was observed opening the tail gate of a pickup truck parked in a residential driveway, playing with a yard decoration, and walking within feet of a residence.  Santiago’s actions were captured on the victim’s home surveillance system and not discovered until the following day.  Santiago was on the victim’s property for approximately ninety (90) minutes.  A criminal complaint was filed.

9.  Loitering and Prowling at Nighttime Arrests, 1:50 a.m., Friday, January 18, 2019, 1600 block Chadwick Circle (LT) – Officers were dispatched to the area for a report of four (4) males who were seen attempting to break into vehicles.  Officers responded to the location and located four (4) sets of shoeprints in the snow, which led to various addresses in the area (Judie Lane and Chadwick Circle).  Officers followed the shoeprints through various backyard properties and into a wooded area, until they located the four (4) males in question.  Officers checked the tread of the shoes worn by the males and determined them to be the same as the shoeprints in the snow.  None of the males lived in the area and there was no legitimate reason for them to be walking through the yards of the residences.  No vehicle break-ins had occurred.  A criminal complaint was filed against each of the following:
- Christian Enrique Figueroa-Ortiz, M/22, of Lancaster, PA
- Debron Auntise McCain, M/21, of Lancaster, PA
- Rolando Nazir Rivera, M/21, of Lancaster, PA
- Anthony Eliecer Rodriguez-Villarraga, M/21, of Lancaster, PA

10.  DUI / Hit & Run Crash Arrest, 1:24 a.m., Monday, December 24, 2018, 1000 block Columbia Avenue (LT) – Alicia S. Dorsey, F/28, of Lancaster, PA, was charged with the above offense following a crash investigation.  Dorsey was identified as a driver in that crash after her vehicle collided with a utility pole.  Dorsey fled the crash on foot but was located a short period of time later.  When found, Dorsey exhibited signs of impairment and was arrested.  Chemical testing yielded a BAC of 0.104%.  A criminal complaint was filed.

11. Retail Theft / Possession of Drug Paraphernalia Arrest, 11:15 a.m., Monday, January 28, 2019, 2030 Fruitville Pike – Walmart (MT) – Tyler Michael Steffy, M/29, of Lititz, PA, was charged with the above offense after he was observed stealing a cell phone valued at $129.00.  During a search incident to arrest, officers found a used hypodermic needle on Steffy’s person.  Officers also learned that Steffy had been to the same store at 8:00 p.m., Friday, January 25, 2019 and stolen a television, valued at $378.00.  He was arrested, processed, and taken before Magisterial District Judge David P. Miller for arraignment.  Bail was set at $10,000.00 which Steffy could not post.  He was remanded to Lancaster County Prison.

12.  Retail Theft Arrest, 11:24 a.m., Tuesday, November 13, 2018, 1204 Millersville Pike – Weis Markets (LT) – Hector Noel Negron, M/51, of Lancaster, PA, was charged with the above offense after he was observed stealing $75.96 worth of Tide liquid pods from the store.  A criminal complaint was filed and an arrest warrant obtained.  Negron remains a wanted person at this time.  Any person knowing the whereabouts of Negron should call the Manheim Township Police Department at 717-569-6401 or provide information anonymously by clicking “Submit a Tip.”

13.  DUI Arrest, 3:23 a.m., Sunday, January 20, 2019, North President Avenue at Marietta Avenue (LT) – Andre A. Lemon, M/39, of Lancaster, PA, was charged with the above offense following a crash investigation.  Lemon was identified as a driver in that crash and exhibited signs of impairment.  Lemon was arrested and chemical testing performed, the results of which are still pending at this time.  A criminal complaint was filed.

CRIMES & INCIDENTS

1.  Theft, January 25-28, 2019, 139 West Airport Road – North East Agricultural Systems (MT) – Unknown person/s stole an undetermined amount of mail from the mailbox, which was pried open.  Total loss: $250.00.

2.  Identity Theft, 8:00 a.m., Friday, January 18, 2019, 1900 block Linden Avenue (EP) – Unknown person/s used the victim’s identity to open a credit card account and make $1,954.71 worth of fraudulent charges.

3.  Bank Robbery, 9:34 a.m., Tuesday, January 29, 2019, 1416 Lititz Pike – First National Bank (MT) – An unknown black male passed a note demanding cash from a teller.  The male fled the bank with an undisclosed amount of cash. Investigation continues.

4.  Vehicle Theft, January 24-25, 2019, 1000 block Elm Avenue (LT) – Unknown person/s stole a 2018 Dewey 80cc motorized bicycle from a garage.  Total loss: $850.00.

5.  Criminal Mischief, 3:30-7:00 p.m., Wednesday, January 30, 2019, 222 Eden Road – Eden Resort Inn (MT) – Unknown person/s smashed the rear window of a vehicle parked at the hotel.  Total loss unknown.

6.  Theft, January 1-15, 2019, 100 block Fairview Drive (MT) – Unknown person/s stole $400.00 from a resident.

7.  Theft From Motor Vehicle, 4:30-8:00 p.m., Wednesday, January 30, 2019, 1573 Fruitville Pike – Harvest Seasonal Grill & Wine Bar (MT) – Unknown person/s smashed the windows of two (2) vehicles parked at the restaurant, and stole a purse from each.  Total loss: $1,209.98.
