ARRESTS

1.  Underage Drinking / Public Drunkenness Arrest, 2:35 a.m., Sunday, January 5, 2020, Roosevelt Boulevard (MT) – Yolanda L. Hughes, F/20, of Lancaster, PA, was charged with the above offenses after she was observed in an intoxicated state due to alcoholic beverage consumption.  Hughes was 20 years of age at the time of the incident.  Two (2) citations were filed.

2.  Scattering Rubbish (Littering) Arrest, 8:00 p.m., Monday, December 16, 2019, 1370 Manheim Pike – Lyndon City Line Diner (MT) – Dorothea E. Thigpen, F/24, of Lancaster, PA, was charged with the above offense after she threw twenty (20) paper pamphlets on the ground of diner and refused to pick them up.  A citation was filed.

3.  Disorderly Conduct Arrest, 10:33 p.m., Friday, January 3, 2020, 1643 Manheim Pike – Weis Markets (MT) – Bradford H. Brock, M/61, of East Petersburg, PA, was charged with the above offense after he screamed and yelled at store employees, which alarmed other customers in the store.

4.  Soliciting Arrest, 11:30 a.m., Friday, January 3, 2020, Fruitville Pike at York Road (MT) – Christopher Johnson, Jr., M/29, homeless, was charged with the above offense after he was observed soliciting money from passing motorists.  A citation was issued.

5.  Harassment Arrest, 3:59 p.m., Wednesday, December 25, 2019, 100 block Dunharrow Drive (MT) – Flavia Caroline Plank, F/34, of Lancaster, PA, was charged with the above offense following a domestic dispute.  During the altercation, Plank punched another person in the face and tackled them to the floor.  A citation was filed.

6.  Soliciting Arrest, 3:30 p.m., Saturday, January 4, 2020, Fruitville Pike at Chester Road (MT) – Elam S. King, M/68, of New Holland, PA, was charged with the above offense after he was observed soliciting money from passing motorists.  A citation was issued.

7.  Possession of Marijuana / Possession of Drug Paraphernalia Arrest, 8:43 p.m., Wednesday, January 1, 2020, Route 222 North at Route 30 East (MT) – Todd M. Hancock, M/37, of Lititz, PA, was charged with the above offense following a traffic stop for speeding.  Officers searched Hancock’s vehicle which yielded marijuana, a glass jar, a plastic baggie, a metal marijuana grinder, and a glass smoking pipe.  A criminal complaint was filed.

8.  Possession of Marijuana / Possession of Drug Paraphernalia Arrest, 12:47 p.m., Saturday, December 28, 2019, Spencer Avenue (LT) – Austin J. Vanblargan, M/28, of Lancaster, PA, was charged with the above offenses following a traffic stop for an inspection sticker infraction.  Officers searched Vanblargan’s vehicle which yielded marijuana, a plastic bottle, a smoking pipe, and a marijuana grinder.  A criminal complaint was filed.

9.  Possession With Intent to Deliver Xanax Pills / Possession of Drug Paraphernalia Arrest, 6:16 p.m., Friday, January 3, 2020, 2500 block Lititz Pike (MT) – Isaiah R. Cabrera, M/18, of Lancaster, PA, was charged with the above offenses after he was observed unconscious inside a vehicle.  Officers roused Cabrera and searched his vehicle.  They located 130 Xanax pills, four (4) glass smoking pipes, a metal marijuana grinder, and a plastic container.  Cabrera was arrested, processed, and taken to Central Arraignment.

10.  Possession of Heroin / Possession of Drug Paraphernalia / Retail Theft Arrest, 12:35 p.m., Tuesday, December 31, 2019, 1204 Millersville Pike – Weis Markets (LT) – Jamie Carrine Wenger, F/33, of Manheim, PA, was charged with the above offenses after she was observed stealing $30.15 worth of merchandise from the store.  Officers took Wenger into physical custody and during a search incident to arrest found her in possession of five (5) glassine baggies of heroin and two (2) hypodermic needles.  She was processed and taken to Central Arraignment.

11.  Retail Theft Arrest, 11:25 p.m., Sunday, January 5, 2020, 798 New Holland Pike – Domino’s Pizza (MT) – Loudie Edmonis, F/40, of Lancaster, PA, was charged with the above offense after she drank from a 2-liter bottle of soda and failed to pay for it.  Total loss: $2.89.  Edmonis was arrested, processed, and taken to Central Arraignment for a probation violation.

12.  Possession With Intent to Deliver Cocaine / Possession of Marijuana / Possession of Drug Paraphernalia Arrest, 1:38 a.m., Thursday, January 2, 2020, 500 block Kensington Road (LT) – Carlos Ruben Cartagena, M/48, of Lancaster, PA, was charged with the above offenses after he was found inside a parked vehicle.  Officers searched Cartagena’s person and his vehicle and located 36.9g of cocaine, 22.4g of marijuana, two (2) THC oil vape cartridges, numerous baggies, two (2) silver spoons, an aluminum can, two (2) straws, and one (1) pack of cigarillos.  He was arrested, processed, and taken to Central Arraignment.


CRIMES & INCIDENTS

1.  Criminal Mischief, 11:00 p.m., Wednesday, January 1, 2020, Pickford Drive (LT) – Unknown person/s cut all four (4) tires on a vehicle parked in the area.  Total loss: $600.00.

2.  Criminal Mischief, December 31, 2019 to January 1, 2020, 500 block Greenhowe Drive (MT) – Unknown person/s spray-painted graffiti onto a residential driveway.  Total loss: $100.00.

3.  Identity Theft, Wednesday, December 18, 2019, 1500 block Quarry Lane (LT) – Unknown person/s used the victim’s name and Social Security number to open a utility account.  A cell phone was also shipped to the victim.  Investigation continues.

4.  Theft, 10:03 a.m., Thursday, January 2, 2020, 1400 block Sunset Avenue (MT) – Unknown person/s stole a salvaged fire hydrant from a front yard.  Total loss: $200.00.

5.  Theft By Deception, 5:11 p.m., Thursday, January 2, 2020, 1600 block Butter Road (MT) – Unknown person/s claiming to be an agent for the federal government instructed the victim to purchase gift cards and provide the card information in order to prevent being arrested.  Total loss: $2,000.00.

6.  Vehicle Theft, December 25, 2019 to January 2, 2020, 1000 block Lititz Avenue (MT) – Unknown person/s stole a white 2005 BMW 740 while it sat parked.  Total loss: $4,000.00.

7.  Retail Theft, 2:39 p.m., Friday, January 3, 2020, 1204 Millersville Pike (LT) – An unknown Hispanic female stole $109.86 worth of merchandise and fled from the store.

8.  Criminal Mischief, 10:00 a.m. to 3:09 p.m., Friday, January 3, 2020, 600 block Wyncroft Lane (LT) – Unknown person/s scratched a vehicle which sat parked in the area.  Total loss: $200.00.

9.  Thefts From Motor Vehicle, January 3 to 4, 2020 (MT) – Unknown person/s entered eight (8) vehicles which sat parked overnight.  No items taken.  The following locations were targeted:
100 block Dunharrow Drive
200 block Murry Hill Drive
Hess Boulevard
1700 block Lititz Pike

10.  Robbery, 12:43 p.m., Saturday, January 4, 2020, 1204 Millersville Pike – Weis Markets (MT) – An unidentified white female entered the grocery store and demanded money from one of the clerks at the register.  The clerk provided an undetermined amount of cash to the female and she fled the area on foot.  Investigation continues.

11.  Indecent Exposure, 1:37 p.m., Saturday, January 4, 2020, 2000 block Crossings Boulevard (MT) – An unknown, older, white male exposed his penis to a person jogging in the area.  Investigation continues.

12.  Robbery, 3:40 p.m., Saturday, January 4, 2020, 1262 Lititz Pike – Walgreen’s (MT) – An unknown white female entered the pharmacy and demanded money from one of the clerks at the register.  The clerk provided an undetermined amount of cash to the female and she fled the area on foot.  Investigation continues.

13.  Theft From Motor Vehicle, January 1 to 3, 2020, Michelle Drive (LT) – Unknown person/s entered an unlocked vehicle and stole a purse and contents.  Total loss: $1,050.00.

14.  Vehicle Theft, January 5, 2020, 700 block Fairview Avenue (LT) – Unknown person/s stole a red 2016 Mitsubishi Outlander as it sat parked in the area.  Total loss: $18,160.00.
