At around 2:44 p.m., on Wednesday, February 6, 2019, Dillon McCay Hertzog, M/27, of Columbia, PA, Douglas Andrew Shuman, M/23, of Washington Boro, PA, and Kevin Nathaniel Kendig, M/28, of Lancaster, PA, visited a relative of Shuman in the 100 block of Fairview Drive in Manheim Township.  During that visit, Hertzog, Shuman, and Kendig stole two (2) credit cards from the victim’s purse.  Hertzog, Shuman, and Kendig then proceeded to travel to several local businesses in Lancaster County, PA, where they purchased and / or attempted to purchase $6,884.26 in gift cards using the stolen credit cards without the victim’s permission.

On Monday, May 20, 2019, detectives closed the case by filing the following set of charges:

A criminal complaint was filed against Hertzog charging him with two (2) counts of Felony Access Device Fraud and two (2) counts of Misdemeanor Theft.  This complaint was filed as Hertzog was already incarcerated in the York County Prison on unrelated charges.

A criminal complaint was filed against Shuman charging him with one (1) count of Felony Access Device Fraud, one (1) count of Felony Criminal Conspiracy to Commit Access Device Fraud, one (1) count of Misdemeanor Theft, and one (1) count of Misdemeanor Criminal Conspiracy to Commit Theft.  This complaint was filed as Shuman was already incarcerated in the York County Prison on unrelated charges.

A criminal complaint was filed against Kendig charging him with two (2) counts of Felony Access Device Fraud and two (2) counts of Misdemeanor Theft.  This complaint was filed as Kendig was already incarcerated in the Lancaster County Prison on unrelated charges.
