On 22 August 2018 Officers from Platoon A responded to the lobby of the station to meet with the victim of a domestic assault. The Officers were told that earlier in the the day, Luis Martinez-Colomba M/31, had assaulted her and her (2) year old son.
The victim stated between 0100 - 0200 hrs. that she, Martinez-Colomba and the child were in a vehicle on the 300 blk. N. Reservoir St. The victim was the driver and the suspect was a front seat passenger. Martinez-Colomba struck the victim several times on her right side while she was operating the vehicle and the child was in the rear seat. The victim estimated that Martinez-Colomba struck her between 10-15 times with his closed fist causing bruising to the victim on her right bicep, right side of her back, right side of her chest and swelling to her right wrist.
Martinez-Colomba made the victim drive to an address on the 600 blk. Park Avee. While parked on that block Martinez-Colomba forced the victim to perform oral sex on him. The child was still in the vehicle.
Later in the day at approximately 1600 hrs. Martinez-Colomba saw the victim and the child on the 300 blk. N. Reservoir St. He grabbed the child from a stroller, placed the child in a vehicle and struck the child on his mouth, causing the child's lip to bleed and causing bruising inside the child's bottom lip. Martinez-Colomba then drove the victims toward an address in the NW section of the County. While in the vehicle, Martinez-Colomba made threats to harm the adult victim also to cause harm to all (3) occupants of the vehicle.
The Officers that filed the report met with members of the Special Investigations Unit (SIU). Det. Heather Halstead picked up the investigation and after consultation with the Lancaster County District Attorney's Office, filed a Criminal Complaint against Martinez-Colomba before MDJ Jimenez. He was charged with Aggravated Assault to Child Less Than Six Years of Age (F2), Involuntary Deviate Sexual Intercourse (F1), Simple Assault (DV) (M2), Endangering the Welfare of Children (M1) and Terroristic Threats (M1). A warrant was issued for the arrest of Martinez-Colomba.
