On June 7, 2019 Off. Rothermel took a report for Threats that had occurred over the phone. The victim reported that her ex-boyfriend, John Lugo II, threatened to kill her and her current boyfriend. Lugo also made threats that he would shoot at the house where the victim currently resides. Based upon the information received from the victim, Off. Rothermel filed a Criminal Complaint against Lugo, charging him with Terroristic Threats (M1). A warrant was issued for Lugo's arrest.
On June 8, 2019 at approximately 0228 hrs. Off. Schaeffer and Off. Conard were on patrol. They observed a black BMW where the driver committed several summary violations. A check of the vehicle registration showed that the BMW was registered to Lugo. The Officers made a traffic stop at the intersection of S. Prince St. and W. Vine St.
Once the Officers had confirmation that the warrant was valid and was on file at the station they went to remove Lugo from the vehicle. Lugo restarted his vehicle and fled from the Officers in the vehicle. The Officers returned to their vehicle and attempted to locate Lugo but he eluded capture. Officers went to Lugo's address and located the vehicle. They checked inside the residence but Lugo was not there.
Off. Schaeffer returned to the station and prepared a Criminal Complaint against Lugo. He was charged with Escape (M2), Noise Ordinance (S), Driving at Safe Speeds (S) and Window Tint Violation (S). A warrant was issued for Lugo for those charges.
