OCCURRED 05/22/2019 AT 0915 HRS
Officer responded to report of a female driver passed out inside a vehicle on the 300 block of W. Chestnut St., Lancaster PA on the listed date and time. It was also reported the female woke up and was last seen driving her vehicle on College Ave at Marietta Ave. Officer observed a red, Ford Explorer at the listed location, sitting at a green light at the intersection of Marietta Ave., Lancaster PA. Officer observed the vehicle sit through one light cycle while not moving and holding up traffic. Officer approached the vehicle and smelled a strong odor of alcohol coming from the female driver, who was identified as Quetcy Kilby, 44, W/F/H of Wyncroft Lane, Lancaster, PA. Kilby was unable to park her vehicle without detailed instruction from the Officer and needed assistance getting out of her vehicle and walking. Officer observed two open cans of an alcoholic beverage in the vehicle, one empty and the other almost empty. Kilby had an expired license and was arrested and charged with DUI and Drivers Required to be Licensed before MDJ Roth.

Reporting person / victim stated sometime between the listed dates and times, an unknown suspect stole his MBX Mountain bicycle from his front porch. The bicycle had been locked to the porch railing at the time of the incident.

Reporting person / victim stated that on the above listed date and time an unknown suspect stole her BMX bicycle while she was inside the store.

Officers responding to a Weapons call found a black juvenile male had been shooting an air soft gun in the backyard of the listed location. The officers confiscated the gun and gave it to the parent and advised then not to allow the gun to be shot in city limits.

OCCURRED 05/25/2019 BETWEEN 1830 HRS AND 1930 HRS
Reporting person stated that an unknown suspect had stolen her cell phone from the studio ballroom while it was charging.

Reporting person stated that he heard numerous gunshots north of his address. Responding officers were unable to locate any signs of gun fire.
825 E CHESTNUT ST / BEST CHINA WOK
OCCURRED 05/27/2019 BETWEEN 0208 HRS AND 0215 HRS
Officer noticed the front glass door was broken and shattered at the listed location while patrolling the area on the listed date at approximately 0657 hours. Officer called for backup before entering the building. The business was unoccupied, the cash register was on the counter and was emptied of cash and loose change was found on the floor. The victim was notified and told the officer he was the last person to leave the restaurant on 05/26/2019 after it was closed for business. Victim stated minimal cash was left in the drawer. Investigation ongoing.

900 BLOCK MARIETTA AVE
OCCURRED 05/27/2019 AT 2216 HRS
Reporting person / victim stated Steven Stempf of Pike Road, Indiana, PA failed to pay his taxi fare from W Orange St to the listed location on the listed date and time. Officer spoke with and cited Stempf, 60 year old W/M/N with Theft of Services before MDJ Sponaugle.
100 BLOCK W WALNUT ST
OCCURRED 05/27/2019 AT 2122 HRS
Officer notified of suspended registration while on patrol and conducted a traffic stop on the vehicle. Upon making contact with the driver, the officer noticed a strong odor of marijuana emanating from the vehicle. Driver and vehicle were searched. Driver had suspected marijuana on her person. The driver, Alicia Melendez, 22 year old W/F/H was detained and transported to the Lancaster City Police Station. A field test was conducted of the suspected marijuana and it tested positive. Melendez was charged with Possession of Marijuana and Possession of Paraphernalia before MDJ Roth.
RECOVERED STOLEN VEHICLE
39 W CHESTNUT ST / LANCASTER CITY POLICE DEPT
OCCURRED 05/28/2019 AT 0230 HRS
Lancaster City Police were notified a PA State Trooper, from a troop located in Carlisle, PA recovered a 2019 blue Mazda that had been listed as stolen thru the Lancaster City Police. The PA State Trooper found the vehicle running along the side of Interstate 81 N but was unoccupied and low on fuel. The vehicle was towed to the PA Troop in Carlisle’s impound lot.

On the above listed date and time, victim stated that a Black male, 35-45 years of age, wearing white tank top and blue jeans stole several beers from her cooler which were in her coolers on her porch then left the area.
