4.12.2018 Traffic Stop (4) Arrests made Riot, Aggravated Assault and more

On Thursday 12 April 2018 at approximately 1619 hrs. Off. Bingham stopped a 1997 black Honda CRV for a traffic offense. The vehicle was stopped on the 100 blk. S. Ann St. As soon as the vehicle was stopped the driver, later identified as Abismael Cedano-Ramirez and the front seat passenger, later identified as Starling Delacruz-Ramirez switched seats. 

During the course of the stop, Off. Bingham removed Delacruz-Ramirez and Cedano-Ramirez  from the vehicle and seated them on a curb. There were (3) additional passengers in the rear seat of the vehcile.

 Off. Bingham moved to place Cedano-Ramirez to the rear seat of his vehicle. At that point, Delacruz-Ramirez stood up and moved to interfere with Off. Bingham. A 17 year old juvenile bystander ran to Off. Bingham's position in order to stop him from detaining Cedano-Ramirez. Off. Bingham requested additional Officers to his stop as he fought with the males and attempted to regain control of the males. 

Cedano-Ramirez and Delacruz-Ramirez were stopped on the grass area by the sidewalk and the juvenile bystander remained at the scene. As additional Officers arrived the juvenile male and the remaining (3) passengers from the vehicle were seated on the curb or sidewalk. 

The juvenile male had been seated on the curb. That juvenile male was subject to arrest but had not yet been placed in custody as Officers arrived to quell the situation. At one point the juvenile male pulled off a hooded sweatshirt that he had been wearing. The juvenile then stood up in front of another Officer. The juvenile was pushed back down to the curb. The juvenile began to fight with Officers and refused to submit to arrrest. Eventually a ECW (electronic control weapon) was utilized to gain control of the juvenile. Officers moved the juvenile to the back of a patrol car.

As this was happening, the juvenile's mother came to the scene. The mother, identified as Anelky Cordero-Pena, had to be restrained by Officers as she attempted to approach a Police vehicle and as her son continued to resist Officers attempts to secure him in a vehicle. Off. Bingham tried to escort Cordero-Pena from the scene and she attempted to strike him on the face with her hand. Cordero-Pena was taken into custody as a result of her actions. 

A total of (4) people were arrested and transported to the Lancaster Bureau of Police station for processing. The other (3) passengers in the vehicle were released at the scene. Arrested and charged were:

Starling Delacruz-Ramirez M/19 400 blk. S. Christian St. Lancaster, PA 

Charged with (1) Count Riot with Intent to Prevent or Coerce Official Action (F3)

Later arraigned an released on $20,000 bail (unscured)

Abismael Cedano-Ramirez M/20 400 blk. S. Lime St. Lancaster, PA 

Charged with (1) Count  Riot with Intent to Prevent or Coerce Official Action (F3), Reckless Driving (S) and Driving While Operating Privilege is Suspended or Revoked (S)

Later arraigned and released on $20,000 bail (unsecured)

Anelky Cordero-Pena F/35 Garden Court Apartments  Lancaster, PA

Charged with (1) Count  Riot with Intent to Prevent or Coerce Official Action (F3) and Aggravated Assault (F2)

Later arraigned and released on $20,000 unsecured bail.

Juvenile Male 17 years of age  Lancaster, PA

An allegation was filed before Juvenile Probation for (1) Count  Riot with Intent to Prevent or Coerce Official Action (F3)

The juvenile was released to the custody of an adult.

All persons accused of a crime are presumed innocent unless proven guilty in court or adjudicated delinquent.
