Four Charged with Firearms Offenses

On Saturday, September 17th, 2022 at approximately 1936hrs, Officer Strausser and Officer Heckman observed a white Ford Fusion sedan with an inspection violation. A traffic stop was conducted in the parking lot of A-Plus gas station at 111 W Orange St. The driver of the vehicle, identified as Quindon Hill exited the vehicle and entered the store. Hill was motioned back to the vehicle by Officer Strausser. As Officers approached the vehicle they observed what appeared to be a bullet hole in the passenger side view mirror. There were four other males still inside the vehicle. The front seat passenger was identified as Christian Figueroa-Ortiz and two of the males in the back seat were juvenile city residents. The three males in the rear seats had dark in color sweatshirts on with the hoods up and either a balaclava or a surgical masks covering their faces which was suspicious given the temperature was in the mid 70's.

The four males were removed from the vehicle and one of the juvenile males was found to be in possession of a firearm. Officers on scene also observed drug paraphernalia and a firearm magazine in plain view inside the vehicle. The juvenile male was taken into custody and the remaining males were released from the traffic stop. The vehicle was secured and a Detectives filed for a search warrant for the vehicle.

On September 19th Detectives executed a signed search warrant on the white Ford Fusion. Detectives located three more firearms inside the vehicle. Two of the firearms were found to be stolen and the third firearm was found to have an obliterated serial number. Detectives also located additional drug paraphernalia inside the vehicle.

Based on the initial traffic stop and additional investigation the following charges have been filed.

Quindon Hill – 1 count of Receiving Stolen Property (F2), 1 count of Carrying a Firearm without a License (F3), 1 count of Persons Not to Possess a Firearm (M1), 1 count of Possession of Drug Paraphernalia (M) and 1 count of a Traffic Violation (S)

Christian Figueroa-Ortiz – 1 count of Receiving Stolen Property (F2), 1 count of Carrying a Firearm without a License (F3), and 1 count of Possession of Drug Paraphernalia (M).

Juvenile Male 1 –1 count of Carrying a Firearm without a License (F3), and 1 count of Possession of Firearms by a Minor (M1).

Juvenile Male 2 –1 count of Possession of a Firearm with an Alter Manufacturer’s Number (F2), 1 count of Carrying a Firearm without a License (F3), and 1 count of Possession of Firearms by a Minor (M1).

Both juvenile males have been arrested on these charges. Quindon Hill and Christian Figueroa-Ortiz have outstanding warrants for their arrests. This is an ongoing investigation.
