On Thursday January 31, 2019 at approximately 0221 hrs. Officers from Platoon B responded to an address on the 1st blk. E. Filbert St. for a report of a family disturbance. The caller told dispatchers that Michael Zahm had left the house with his 10 year old daughter and 13 year old son. The caller was the mother of the children and was concerned because Zahm was possibly intoxicated and neither child was dressed appropriately to be outside. The outside air temperature at that time was 2 degrees (Fahrenheit) with a wind chill of - 5 degrees (f).
Officers obtained information from the caller and searched the area. Officers located Zahm and the children in a foot alley. The children had been outside for approximately 1 hour and 15 minutes. Zahm exhibited signs of intoxication and was taken into custody. The children were returned to the custody of their mother.
Lancaster CYA was notified and Off. Skatz consulted with the Lancaster County DA's Office. Of. Skatz filed a Criminal Complaint against Zahm before MDJ Witkonis, charging Zahm with (2) counts Endangering the Welfare of Children (F3) and Public Drunkenness (S). Zahm was processed on the complaint and held for arraignment. Zahm was arraigned and committed to LCP in lieu of $10,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
