On 10 March 2017 at 2134 hrs. Sgt. Dean was on patrol in the area of the 300 blk. N. Water St. when he observed (3) people chasing after a male. The three people were yelling at the male to stop. The male was carrying some type of bag.
When the male saw Sgt. Dean he dropped the bag, approached Sgt. Dean and started to yell something about a gun. Sgt. Dean was able to utilize an Electronic Control Device (ECD) to subdue the male after he refused to comply with verbal commands. The male was identified as Jose A. Vazquez-Ortiz M/47 500 blk. E. Chestnut St.
Upon speaking with the people that had chased Vazquez-Ortiz, the following information was learned. (2) adult female victims had been standing outside of Root's Restaurant on the 200 blk. W. Walnut St. The suspect approached the pair and grabbed the coat of one of the victims. The victim was able to pull out of the coat and ran in to the restaurant for help. The suspect grabbed the 2nd victim and struck the victim at least one time, causing her glasses to break.
When the 1st victim and another person exited the restaurant, the suspect picked up a backpack/purse that had been dropped by the 1st victim. The victims and a male from inside the restaurant gave chase to Vazquez-Ortiz until the moment they came in contact with Sgt. Dean.
As a result of this incident Off. Nathan Parr filed a Criminal Complaint against Vazquez-Ortiz, charging him with Robbery (F3) and Simple Assault before MDJ Roth. Vazquez-Ortiz was later arraigned and committed to LCP in lieu of $30,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
