On 30 June 2017, based on a referral to the Lancaster City Bureau of Police, Det. Aaron Harnish, Program Representative Sally Lupini of the Pennsylvania Department of Human Services and staff and administrators of the Lancaster County Youth Intervention Center began an investigation into an allegation of misconduct and sexual assault. The person suspected of committing the offenses was a staff member of the YIC. The offenses committed were alleged to have occurred at the YIC in the course of employment of the suspect, David Tyrone Stevenson M/52 of Reading, PA.
During the course of the investigation, Det. Harnish conducted numerous interviews with victims, witnesses and staff members at YIC. Det. Harnish spoke with (2) juvenile female victims.
Stevenson asked one of the victims to perform oral sex on him. Stevenson sexually assaulted the victim and offered cash in exchange for sexual intercourse. Stevenson also made lewd suggestions to the victim and provided her with a razor blade so that she could cut herself in order to be transferred to a non-secure facility. This was suggested by Stevenson in an effort to be able to meet with the juvenile outside of YIC.
Stevenson attempted to touch another victim on her vagina on several occasions at YIC. Stevenson told the juvenile that he wanted to have sexual intercourse with her and made additional lewd suggestions and offers of oral sex to that victim.
As a result of the investigation to date, and after consultation with the Lancaster County District Attorney’s Office, Det. Harnish filed a Criminal Complaint against Stevenson before MDJ Wilwerth. Stevenson has been charged with Indecent Exposure (M1), Involuntary Sexual Deviate Intercourse- Criminal Solicitation (F1), Institutional Sexual Assault (F3), Indecent Assault (M2), Aggravated Indecent Assault (F2), Endangering the Welfare of Children (F3), Unlawful Contact with a Minor (F1), Corruption of Minors (F3), Indecent Assault – Criminal Attempt (M2), Unlawful Contact with a Minor (M2) and Corruption of Minors (M1).
Stevenson was placed under arrest on 18 July 2017. He was later arraigned and committed to LCP in lieu of $500,000 bail.
