On 26 April 2018 Off. Chubb and Off. Sinnott met with the victim of a sexual assault that had responded to the lobby of the Police station to file a report.
The victim stated that her adoptive father, identified as Philip Smith, had committed sexual offenses against her. The offenses occurred in a home on the 500 blk. St. Joseph St. between 2013-2017. The Officers took the preliminary information and spoke with Detectives from the Special Investigations Unit (SIU). The case was assigned to Det. Higgins and was worked on by several members of SIU. An additional interview of the victim was completed by Det. Higgins and members of SIU.
After consultation with the Lancaster County District Attorney's Office, criminal charges against Philip Smith were approved. Smith was taken into custody and went through the booking process at the station. Smith was later arraigned on the criminal complaint and committed to LCP in lieu of $250,000 bail.

All persons accused of a crime are presumed innocent unless proven guilty in court.
