On Tuesday 03 October 2017 at 0936 hrs. Officers from Platoon C responded to the area of the monument at Penn Square. Callers told dispatchers that a male had climbed the fencing around the monument and appeared to be attempting to urinate on the monument. As Officers were en-route, additional callers said that the male was attempting to burn an American flag that was a part of the monument.
Officers arrived and made contact with Delonte Shaw-Canon, M/20 400 blk. Chambers St. Lancaster, PA. Shaw-Canon was still inside the fenced area of the monument when Officers arrived.
Upon inspection, Offiers found that one of the flags had been burned in (3) spots. Shaw-Canon was in possession of (2) lighters and a pack of matches. There was no evidence that Shaw-Canon had urinated on the monument.
Based upon the statements from witnesses and observations by Officers, Shaw-Canon was placed under arrest for Institutional Vandalism (F3), Defiant Trespass (S) and Disorderly Conduct (S). Shaw-Canon is currently at the station for processing. He has not yet been arraigned and bail information is not available. His photo was not available as of 1125 hrs.
