On Wednesday 28 February 2018 shortly after 2300 hrs. Officers from Platoon B were made aware of a sexual assault that had just occurred on the campus of Franklin & Marshall College. F&M Public Safety had been alerted by the victim about the assault that had occurred in a dormitory.
The initial information revealed that a female student had entered a secure door at a dormitory. The suspect followed the victim into the building before the door secured shut. The suspect followed behind the victim, grabbed her and forced her against a wall.
The victim told the suspect to stop and he did not. The victim fought back against her attacker. She was forced to the ground by the suspect. The victim screamed and was able to get the attention of other residents in the dorm. The suspect fled the scene.
F&M Public Safety was called and a description of the suspect was provided. The Officers from F&M Public Safety were able to locate the suspect within minutes of the call. F&M Public Safety was able to locate and detain the suspect on the 800 blk. Harrisburg Ave. Sgt. Gary Mackley was able to contact Lancaster City Police and had them respond to the location. (Mackley retired from Lancaster City Police in April 2016 and has been with F&M Public Safety since that time)
Lancaster City Police arrived and assisted with transporting the suspect to the Police station. Detectives from Lancaster City Police assisted with the investigation.
The suspect has been identified as Anthony Lee Rutter M/47 400 blk. Pershing Ave. Lancaster, PA.
Det. Matt Odenthal filed a Criminal Complaint against Rutter before MDJ Sponaugle, charging him with Criminal Attempt- Rape, Indecent Assault by Force, Unlawful Restraint, Criminal Trespass and Institutional Vandalism (Rutter caused damage to a holding cell at the Lancaster Police Station).
The Lancaster City Police would like to take this opportunity to recognize the excellent response and coordination of efforts by F&M Public Safety. Their quick response and apprehension of Rutter may have saved additional victims from a similar fate.

It should be noted that Rutter was released from SCI Graterford on 28 February 2018.
