On 11 May 2018 at approximately 1703 hrs. Off. Lasanta responded to the Burlington store at Red Rose Commons 1700 Fruitville Pike for a report of harassment that had just occurred inside the store.
Upon arrival, Off. Lasanta met with the victim, an adult female, and a member of loss prevention for Burlington. Off. Lasanta was told the following: while the victim had been shopping inside the store she stopped to look at a jewelry display. The suspect, later identified as Melvin R. Ramos-Moreira M/24, walked behind the victim and bent down in a kneeling position behind her.
Ramos-Moreira had his cell phone in his hand and extended it to view under the victim's skirt. He attempted to take several photos before the victim turned and walked away. The victim was concerned by Ramos-Moreira's proximity to her but was unaware of what had just occurred. She did see that Ramos-Moreira had grabbed at his genitals as he walked away.
The victim walked to the opposite side of the store and looked at a different display. Ramos-Moreira kneeled behind the victim a second time. This time the victim turned and saw him kneeling with his phone in his hand. The victim sought the assistance of the store loss prevention personnel. Ramos-Moreira left the store before Police arrived.
The case was forwarded to Off. Joel Thomas. After follow-up was done with the victim and store surveillance video was reviewed Off. Thomas was able to track down the suspect and identify him as Melvin Ramos-Moreira.
As a result of the investigation, Off. Thomas filed a Criminal Complaint against Ramos-Moreira before MDJ Sponaugle. He was charged with Stalking (M1), Possessing Instruments of Crime (M1), Criminal Attempt-Invasion of Privacy (M2) and Harassment (S). A warrant was obtained for his arrest and on 16 May 2018 he was taken into custody. Ramos-Moreira was held for arraignment and committed to LCP in lieu of $25,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
