On Thursday May 9, 2019 at approximately 0113 hrs. neighbors from the 700 blk. S. Lime St. called 911 after they heard gunshots fired near their homes. Off. Brandon McCormick and Off. Nathan Parr were on patrol in that area and they heard the shots that had been fired.
The Officers began to canvas the area. As the Officers drove onto Dauphin St. from Pershing Ave. they spotted a male on the sidewalk walking toward Pershing Ave. Off. Parr heard the distinct sound of a metal object hitting the ground. Believing that the male had just discarded a firearm, the Officers exited their vehicle to investigate. The male ran from Officers, north on the 500 blk. Pershing Ave.
Off. McCormick chased the suspect and Off. Parr located and secured the 9mm semi-automatic handgun that had been dropped by the male. Off. McCormick gave commands for the suspect to stop running. Off. McCormick let the suspect know that a K9 unit was en-route. Thinking that a K9 had already been released, the suspect stopped running and climbed on top of a parked vehicle.
Off. McCormick was able to give commands to the suspect as he climbed off the vehicle and was ordered to a prone position. K9 Off. J. Hatfield, his partner K9 Zoltan and Off. Parr arrived a few seconds later as the suspect was taken into custody without further incident. The suspect was identified as Carlos Olivo-Vazquez M/20 400 blk. John St. Lancaster, PA.
Based on the location of the calls to 911 and what the Officers heard, other Officers began to canvas the area where the shots had been fired. K9 Off. Reppert located spent 9mm shell casings in a parking lot that is between the 700 blk. S. Lime St. and 700 blk. Rockland St. Officers also located damaged from gunfire to an unoccupied garage that corresponds to an address on the 700 blk. Rockland St. Based upon the location of the spent casings and the damage to the garage, it appeared that the shots had been fired in the direction of homes on the 700 blk. Rockland St. No additional damage was located and no injuries were reported. The scene was processed and the evidence was documented and collected.
Off. Parr filed a Criminal Complaint against Olivo-Vazquez before MDJ Richardson. Olivo-Vazquez was charged with Firearms Not To Be Carried Without a License (F3), Persons Not To Possess (etc.) Firearms (F2), (8) Counts Recklessly Endangering Another Person (M2) and (8) Counts- Discharge Firearms in Lancaster City (Local Ordinance) (S). Olivo-Vazquez was arraigned on the complaint and committed to LCP in lieu of $250,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
