On 25 May 2018, Chief Berkihiser held a press conference to update the public and the media on the status of the fatal hit and run crash that occurred 24 May 2018 in the area of the 600 blk. E. King St. at S. Franklin St.
That press conference detailed information about the victim, Isaiah Candelario, who had died as a result of injuries sustained in the crash and a second victim who is still in critical condition at LGH.
We presented images and video of (2) males that were identified as having fled from the suspect vehicle after the crash. One of the males was identified as Josue Rivera and his name was shared with the public as he has (2) active warrants for his arrest that are not related to the crash investigation. As of the time of this release Josue Rivera has not been located and remains at large. We also asked for the assistance of the public in identifying the second male in the video that had been wearing a red shirt. That male was identified shortly after the press conference. His name is not being released as no criminal charges have been filed against him.
The investigation into the crash continued all day yesterday and into the night. Through the course of the investigation, Detectives learned that Josue Rivera and the male in the red shirt had been passengers in the vehicle at the time of the crash. A third male had driven the car at the time of the crash and fled from the scene in a different direction than the passengers.
The driver of the silver Acura MDX has been identified as Kristopher Martinez-Roman M/23 700 blk. Aaron Lane Lancaster, PA. After consultation with the Lancaster County Dustrict Attorney's Office, Det. Lt. Phil Berkheiser filed a criminal complaint against Martinez-Roman before MDJ Jimenez. Martinez-Roman has been charged with (2) Counts of Accidents Involving Death or Personal Injury While not Properly Licensed (F3), (2) Counts- Accidents Involving Death or Personal Injury (F2), Driving While Operating Privilege Suspended Or Revoked (S), Failure To Stop At Red Signal (S), Driving at Safe Speed (S) and Accidents Damage To Unattended Vehicle Or Property (S). A warrant has been issued for the arrest of Kristopher Martinez-Roman.

The Lancaster Bureau of Police respectfully request that should the media learn the names of any witnesses or victims in this case that they refrain from publishing them for the privacy and safety of those persons.
*****NEW INFORMATION 13 JUNE 2018*****
On 12 June 2018 Detectives with Lancaster City Bureau of Police developed information that Kristopher Martinez-Roman was possibly in Tampa, FL. Information about a possible location as well as physical descriptors were passed along to Tampa Police Fugitive Apprehension Squad & US Marshal's Fugitive Task Force. Martinez-Roman was located and arrested by those Fugitive Apprehension units on 12 June 2018 at 1540 hrs. He is currently being held at the Hillsborough County Jail as a Fugitive From Justice. Martinez-Roman is awaiting extradition back to Lancaster County.
All persons accused of a crime are presumed innocent unless proven guilty in court.
Det. Lt. Phil Berkhiser continues his investigation into the crash. Josue Rivera has not yet been apprehended, Anyone with information on the location for Josue Rivera is asked to contact Police.
