On 07 Aug 2017 at 2136 hrs. Officers from Platoon B responded to an apartment on the 100 blk. E. King St. to assist EMS with a sick person call. Upon arrival, Officers discovered that the medical issue was an apparent overdose. Ebony Frederick and 2 children, ages 3 and 10 months, were found in the efficiency apartment. Frederick was unresponsive.
The apartment was found to be unfit for human habitation as the floor was coverd in bodily fluids, feces and vomit. Soiled diapers were were laying out in the open on a bed and in dresser drawers. Officers found that part of the floor was covered in Pine-Sol cleaner and chlorine bleach. The bathtub was found to have a significant amount of standing water, enough to pose a threat to the children that had been in the tub unattended prior to the arrival of first responders.
The children showed physical signs of neglect. The children were taken into protective custody and turned over to CYA. Officers consulted with the Lancaster County District Attorney's Office and a Criminal Complaint was filed against Frederick. Off. Jacob Bingham charged Frederick with (2) Counts of Endangering the Welfare of Children (M1) before MDJ Jimenez. Once Frederick was medically cleared, she taken to LCP for arriagnment. Frederick was committed to LCP in lieu of $20,000 bail.
All persons accused of a crime are presumed innocent unless proven guilty in court.
