On Monday 04 December 2017 at 2017 hrs. Officer Kophamel and Officer Thomas were on patrol in the area of the 300 blk. W. Orange St. The Officers saw 2 men running on W. Orange St. One male appeared to have been chasing the other.
As the Officers exited the patrol vehicle, the male that was chasing told them that the other male was responsible for stealing packages from his porch.
The Officers took up the foot chase and located the suspect hiding in the rear yard of a residence on the 300 blk. W. Orange St. The suspect was identified as Jose Colon-Rodriguez M/54 700 blk. Stevens Ave. The victim told the Officers that he had seen the suspect discard items along W. Orange St. during the chase. Officers walked back along the route and located a duffel bag that contained suspected stolen packages.
A search of Colon-Rodriguez after his arrest revealed that he was in possession of a quantity of both Heroin, Cocaine and drug paraphernalia. Colon-Rodriguez was transported to the station.
The Officers and victim went back to the victim's residence on the 400 blk. W. Orange St. The victim showed the Officers surveillance video of Colon-Rodriguez entering their porch area after opening a closed gate. Colon-Rodriguez had the duffel bag slung around his neck/shoulers. Colon-Rodriguez attempted to steal an item from the porch before he was scared off and chased by the victim.
The victims told Officers that a package had been stolen from their porch on 01 Dec 2017. Off. Watson had taken that report. Surveillance video of that incident had been sent to Officers and Detectives over the weekend.
Det. Toby Hickey interviewed Colon-Rodriguez. Through that interview, Det. Hickey learned that Colon-Rodriguez was responsible for both thefts from the home on the 400 blk. W. Orange St. as well as a theft of a package from a porch on the 800 blk. E. Orange St. that had been reported on 30 November 2017.
As a result of this incident, (3) Criminal Complaints were filed against Colon-Rodriguez. Det. Hickey filed charges for the theft from 800 blk. E. Orange St. on 30 November 2017 (Theft by Unlawful Taking, Possessing Instruments of Crime) and the theft from 400 blk. W. Orange St. on 01 December 2017 (Theft By Unlawful Taking, Loitering & Prowling at Nighttime). Off. Kophamel filed charges for the theft on 04 December 2017 from 400 blk. W. Orange St. (Theft By Unlawful Taking, Loitering & Prowling at Nighttime, Possessing Instruments of Crime, Possession of Controlled Substances Heroin & Cocaine, Possession Drug Paraphernalia).
Colon-Rodriguez was committed to LCP on a Detainer from Lancaster County Adult Probation. He is awaiting preliminary arraignment as of the time of this release. Bail information is noy yet available.
Officers recovered items that were suspected to have been stolen in other package thefts and were not able to be tracked to previously reported thefts.
