Police Officer Frank Ember is most recent of 7 Columbia Borough Police Officers to complete a 40-hour course and become a member of the Crisis Intervention Team (CIT).  The CIT is a community-based approach to improve the outcomes of encounters between law enforcement and individuals with mental illness.
